The rent of lease-type talent apartmen

I. Leasing and selling price

The rent of lease-type talent apartment is subject to the standard which is no more than 70% of the market rent for the same regional houses.

The selling price of the property-type talent apartment is subject to at least 20% below the commercial housing price in the same region.

II. Area standard

According to the principle of talent layered security, the talents with different levels enjoy different area standards (See Attachment I for the area standards).

For the introduced talent teams with the signing projects, if they are in urgent need of the temporary houses, in principle, they are provided with the rented houses according to per capita housing area standard in Qingdao last year.

III. Supply target

Lease-type talent apartments are supplied for:

1. “Special-zone entrepreneurial talents” identified by Qingdao “Talent Special Zone”; (Attachment 2)
2. The talents in conformity with the provisions of “Qingdao Talents 211 Plan” introduced by the enterprises and public institutions whose industrial and commercial registration, tax registration, and office address are located at the high-tech zone; (Attachment 3)
3. The talent teams who are in urgent need of the temporary houses and introduced with the signing project in the high-tech zone;
4. The high-level innovative and entrepreneurial talents and other special talents identified by the management committee after survey research.

The property-type talent apartments are supplied for:

1. The high-level excellent talents introduced by the enterprises and public institutions whose industrial and commercial registration, tax registration, and office address are located at the high-tech zone in conformity with the provisions of the Measures for Qingdao to Attract High-level Excellent Talents for Innovative and Entrepreneurial Development in Qingdao; (Attachment 4)
2. “Special-zone entrepreneurial talents” in conformity with the identification of Qingdao “Talent Special Zone”; (Attachment 2)
3. The high-level innovative and entrepreneurial talents and other special talents identified by the management committee after survey research.

IV. Allocation procedure

All the houses are oriented to the investment promotion department for allocation in accordance with the procedure of requirement summary, housing distribution and contract-signing for filing; then the investment promotion department is responsible for allocating the houses to the enterprises.

1. Requirement summary
The investment promotion department collects the housing demands from the enterprises, organizes the enterprises to submit the application materials for approval, and reports to the organization and personnel department after scoring and ranking in accordance with the scoring criteria.

2. Housing allocation
The organization and personnel department proposes the housing allocation plan according to the industrial planning, annual key objective tasks and the actual situation of the investment promotion and introduction; after being approved by the leading group of talent apartment construction and management, the houses are allocated to each investment promotion department. The investment promotion department proposes the specific allocation plan in combination with the score sorting; after the allocation plan is summarized and reviewed by the organization and personnel department and submitted to the leading group for successful approval, the houses can be allocated to the enterprises and talents.

3. Contract-signing for filing.
Each investment promotion department organizes the enterprises and talents to sign the leasing or purchasing agreements with the operating subject of the talent apartments, submits to the organization and personnel department for filing, and assists them to complete the relevant formalities.

V. Property right and usage management

The lease-type talent apartment is usually rented for 3 years, and will not be renewed on the expiry in principle.

The property-type talent apartment shall not be traded within five years from the date of the real estate registration. If being traded within five to ten years, the transaction shall be executed according to the relevant regulations.

VI. Withdrawal mechanism

For the property-type talent apartment, if the house buyer is transferred out of the city within 5 years, the government will repurchase the house at the original price or arrange other eligible talents to purchase.

If the tenant of the lease-type talent apartment is involved in one of the following cases, the leasing contract will be terminated and the allocated house for rent will be reclaimed.

1. If the personnel relations are transferred out of the high-tech zone or the talents don’t work and live in the high-tech zone;
2. The employer solves the housing problem for the talents;
3. Sublease and sublet the house or change the residential use;
4. Damage or decorate the rented talent apartment without authorization, and refuse to recover;
5. Keep the talent apartment unused for more than 3 consecutive months without any proper reason, or fail to pay the rental as required;
6. The introduced and signed industrial project makes no progress within 6 months from the date of the housing allocation;
7. From the month when the allowance is appropriated, those who have already enjoyed the housing allowance of the provincial, municipal and district introduced talents shall be moved from the houses within three-month transition.
