       “Qingdao Talents 211 Plan” are consisted of 16 key talent introduction and training plans, including Qingdao entrepreneurial and innovative leading talents, Qingdao talents with outstanding contributions, Qingdao top-notch talents, Qingdao expert incentives, Qingdao postdoctoral training aimed at staying in Qingdao, Qingdao academician (expert) work station, Qingdao financial talents, Qingdao famous teachers and famous principals, Qingdao excellent experts in clinical medicine, Qingdao cultural masters, Qingdao young scientific and technological talent award, Qingdao golden-collar and blue-collar talent training, Qingdao country star, Qingdao harmonious envoy, ten thousands of undergraduates gathering in Qingdao for entrepreneurship and Qingdao undergraduate talent reserves. The preferential policies include three parts, the government subsidies, financial support and supporting services.  

       I. Policy of introducing high-level excellent talents for entrepreneurship in Qingdao

       1. The eligible and excellent talents who are introduced for working and settling down in our city or dealing with the Temporary Residence Permit, work and live for more than one year in Qingdao and sign the contract with the employers for more than 5 years, are granted the one-off subsidies of 1 million Yuan, 500,000 Yuan and 300,000 Yuan to each talent respectively in accordance with the talent category.

       2. For the outstanding returned overseas students and innovative teams who bring the technology, projects and funds for innovative and entrepreneurial development in Qingdao, after being identified by assessment, they will be granted one-off 500,000 to 2 million Yuan as the start-up capital for entrepreneurship.

       3. For the introduced excellent science-and-technology innovative and entrepreneurial talents, after being identified by the municipal science and technology competent authority, they will be granted one-off 300,000 to 1 million Yuan as the start-up capital for scientific research projects.

       4. For the introduced and hired excellent talents with the annual salary of more than 100,000 Yuan, the municipal finance authority will grant 80% of the local retained portion of the paid individual income tax based on the last year’s payroll as the reward in consecutive three years.

       5. For the introduced high-level excellent talents, in terms of the spouse arrangement and their children’s admission to the schools, the corresponding preferential policies shall be provided.

       II. Preferential policies of the talent special zone

       According to the relevant provisions of Qingdao talent special zone construction, for the strategic emerging enterprises, including the electronic information industry and high-end equipment manufacturing industry, which are engaged in the cooperative research, implementing the achievement transformation or providing the supporting services for the new high-tech enterprises, after the assessment and identification, for the special Class-I talent project, no less than 50 million Yuan can be given as the support for “entrepreneurial support fund”; for Class-I, Class-II and Class-III talent projects, 5 million Yuan, 3 million and 1 million Yuan can be given respectively as the support for “entrepreneurial support fund”; for those who are supported by the social venture investment, the special-zone venture follow-up investment with 20% of the total venture investment is given as the support; the maximum of the total follow-up investment shall not be more than 2 million Yuan. For those who are supported by the bank loans, 50% of the interest amount in the current year can be used as the interest subsides; the total interest subsides shall not be more than 1 million Yuan. Meanwhile, the one-stop specialist-based all-process public talent service platform integrated with the establishment of service agency, policy consultation, entrepreneurship training, talent allocation, enterprise registration, financial investment docking, industry-university-research project docking and personnel management provides the free services, including the recruitment, personnel agency and archives management.

       III. Policy for Qingdao entrepreneurial and innovative leading talents

       For the entrepreneurial and innovative leading talents, 300,000 ~ 1 million Yuan will be given as the relocation allowance; according to the project scale and schedule, 300,000 ~1 million Yuan will be given as the financial support; the office space with an area of 100 ~200 square meters and the talent apartment with an area of 60~120 square meters will be provided free of rent in three years; the exempted rent will be fully subsidized.

       For the entrepreneurial projects with the social venture investment, the venture follow-up investment with 20% of the total venture investment is given as the support; and the total follow-up investment shall not be more than 2 million Yuan. For those who are supported by the bank loan, 50% of the interest amount in the current year can be used as the interest subsides; the total interest subsides shall not be more than 1 million Yuan.

       Encourage and support the entrepreneurial and innovative leading talents to make the enterprises bigger and stronger; if the enterprises achieve the annual sales revenue of more than 50 million Yuan within three years, the financial support of 1 million Yuan and the secured financing loan no more than 10 million Yuan will be provided; the enterprises will be given the priority to guidance and recommended to be identified as the national high-tech enterprises, and given priority to the implementation of the policies, including the weighted deduction of the corporate R&D expenses and the government procurement of the independently innovative products.

       Based on enjoying the support of the national and provincial polices, the national “one-thousand-talents scheme” and the provincial “Tai-Mountain-scholar overseas distinguished experts” will be granted one-off matching financial support of 1 million and 500,000 Yuan respectively; the short-term and part-time candidates enjoy 50% of the support; the candidates with the same qualification in Qingdao branches enjoy 50% of the support. The newly-introduced national “one-thousand-talents scheme” candidates from other provinces can enjoy the same privileges after being approved.
